LBaaS v2 Create L7 policy.

Optional arguments

-h, --help: show this help message and exit
--request-format {json}: DEPRECATED! Only JSON request format is supported.
--tenant-id TENANT_ID: The owner tenant ID.
--name NAME: Name of the policy.
--description DESCRIPTION: Description of the policy.
--action ACTION: Action type of the policy.
--redirect-pool REDIRECT_POOL: ID or name of the pool for REDIRECT_TO_POOL action
type.
--redirect-url REDIRECT_URL: URL for REDIRECT_TO_URL action type. This should be a
valid URL string.
--position POSITION:         L7 policy position in ordered policies list. This must
      be an integer starting from 1. Not specifying the
      position will place the policy at the tail of existing
      policies list.
--admin-state-down: Set admin state up to false.
--listener LISTENER ID: or name of the listener this policy belongs to.
