Chapter 5. Changes in Rust 1.75.0 Toolset

Rust Toolset has been updated from version 1.71.1 to 1.75.0 on RHEL 8 and RHEL 9.

Notable changes include:

Constant evaluation time is now unlimited
Cleaner panic messages
Cargo registry authentication
async fn and opaque return types in traits
