2.15. 在 CheCluster CR 中启用容器构建

在这个版本中，管理员可以在 CheCluster 自定义资源中设置 devEnvironments.disableContainerBuildCapabilities: true 来启用容器构建。这可让用户在任何工作区上运行 podman build。不再需要在 devfile 中添加属性 controller.devfile.io/scc: container-build。
